Not any pony’s hair works like it should in real life. But we’ve normally come to accept that, as it’s still on the head, and mostly hangs down.
Celestia and Luna, however; their hair floats forward. This is unusual behaviour of hair.

No, actually Starlight’s mane is off-center, it just looks weird.

Presumably, Princess Glimglam cooked up a hair-growing spell when she couldn’t get the hairdo she wanted with her normal mane.
It doesn’t work like the other manes in the show or how horse’s manes are in real life.
Maybe Celestia wonders how could she have normal pony mane.
