It means “Legion of Eclipse”. This Scotaloo made a deal with Tirek: she gains wings, that work only if they are laved(washed) in blood of flying creatures and beasts. Then she attacked Cloudsdale and slay most of pegasus lived there. And now she’s a faithful warrior of Tirek’s army.
If only I could do more than greet and politely order food in Russian, I might understand this. :D
