They’re actually kind of like frilly shorts. In the game they’re called Culotte Pants (キュロットパンツ)
The “skirt”. But I guess she would be embarrassed by showing her belly button.
The shorts are covering it. So I maybe she’s embarrassed about showing it but still wants to have a low cut sweater showing her midriff instead.
