tesla’s dream was to build towers that broadcast electricity into the ionosphere, which could then be utilized with a simple antenna to power devices around the world. it couldn’t exactly be privatized, if you know what I mean, so it didn’t get much funding. (and it would have destroyed all radio communication, and/or killed us all in our sleep, but that’s tesla for you)

I’d say their helicopters are a little more developed than Da Vinci’s, considering they figured out the need for a tail rotor:
 

 
(Of course, a single-occupant pedal driven helicopter would be entirely pointless in the real world, but I just chalk that up to earth pony strength and endurance.)

as long as the old thing still does its job, enough ponies will use it that it can coexist along with a newer version
 
there’s also deceptively advanced technology. ponies have freaking functional tesla towers, so they don’t need wires anywhere. and their helicopters are practical in the sense of leonardo da vinci in the 1500s, which is to say they should never even be able to get off the ground. yet they do! sure their video game machines are primitive, but that ignores the fact that ponies have fully immersive enchanted comic books.

I’d say more like 1880-1985+ level technology. In addition to what you’ve mentioned, they’ve also got:  
  • Practical airships: late 1900s-mid 1910s  
  • Apple family refrigerator: mid 1930s  
  • Practical helicopters: 1940s  
  • Semi-modern tanks: 1940s-1960s  
  • Twilight’s basement computer/instruments: maybe 1950s?  
  • Astronauts: 1950s  
  • Nuclear power (implied by rad hazard symbol/suit): 1950s  
  • Jet airliners (implied by Jet Set): 1960s  
  • lasers:1960s  
  • Inspiration for most of the derby carts: mid-1960s  
  • Arcade cabinets: Late 1970s-early 1980s  
  • Digital spy watch: mid 1970s-modern  
  • Vinyl’s instruments (not sure what the correct term is) and speakers: mid 1980s-modern
     
    And if we want to include the comics, we can even get as recent as an MP3 player.
     
    I usually just assume that the reason for the wide spread is that nothing ever gets shiny-object syndrome’d into obsolescence in Equestria; as long as the old thing still does its job, enough ponies will use it that it can coexist along with a newer version (for example, gramophones and Vinyl’s turntables).

-Steam Power (Coal? Magic Heat Source?)  
-Hydroelectric Power (Dams)  
-Electric Lighting  
-Locomotives (Obviously)  
-Steamships  
-Phonograph  
-Radio (Iron Will has a wireless mic/headset at his shows)  
-Telegraphy
 
Basically, this corresponds to Second Industrial Revolution-level tech, but with some magic and unexpected miniaturization thrown in here and there. It depends on the locale. Manehattan is fairly high-tech and population-dense. Canterlot and Ponyville? Not particularly.
