I know I was spouting about cellular automata earlier, but your specific method is called an iterated functional system (IFS). These are often done manually or with specialized libraries, but there is an IFS generator(IFS Kit) I found you might like. You will need to know some linear algebra to use it effectively, though.

Manually. I drew the basic 9-pixel grid and copied and pasted it over and over into larger iterations.
