If Shining was born when Twilight Velvet (TV) was 18, then Twilight Sparkle (TS) was born when Shining was 13, and TS is currently 18, that’d make TV 49.
However, I headcanon the Mane Six as all being in their early-to-mid-20’s at the time of Nightmare Moon’s return and aging relatively close to real time since then.
So, if we work with those headcanons combined, TV would actually be turning 60 in a year or two.

Since most 18-20 year old couples have their first baby between these years, I would guess that they have shining in this time, then, at age 31, she had twilight, which is now around 18…

So why do you think this? It’s just a very specific number that’s kind of arbitrary. We don’t really know enough about Equestrian culture to make probability estimates for this kind of thing. They seem to be in a golden age, and according to humans a golden age usually means women will have children a bit later than usual, since there isn’t a sense of urgency. Unless you have cannon proof?
