I don’t know the trope name, but villains often grab heroes by the chin and ‘inspect’ them when they’re powerless, often a way to demean or insult or redicule the hero while the villain gloats.

I see what you mean, but I would suggest that it is stretchy toon physics at work in this scene.
 
A better comparison (imo) would be between screenshots or clips of s1-3 Twilight at ease without leaning or stretching, whether standing or walking.

In season 4, the fandom is endlessly fascinated by how tall Twilight is getting/how long her neck is.
 
Look at this gif. She’s been scrunching her neck in all this time. She must be using alicorn-ification as an excuse to finally stretch out.
