Think of all the time and energy it would take to dismantle a pre-existing apparatus like that, when if it were me, I would use the foodstamp database as a conscription service, and those conscripted will be trained by scientists to deliver special chemicals to the ponds and waterways and reservoirs of the countryside, with a viral agent genetically engineered to shut down the reproductive systems of flies and mosquitos. Booyah! By gutting the military by half (as well as the actual general staff) that will give more than enough money for that, plus a few other Grand Improvement Directives! That is the power of the poppy!

Seeing as all of my ways demand me to have the seat of executive power in America, then I wouldn’t be worrying too much if I were you (That sounded absolutely disgusting).
 
However, if I had that power, the first thing I would do would be to stop handing out money to those who don’t deserve it. Food Stamps would be the first to go, next to free health care. After that, an executive order to start destroying every gang in America. That sight of the military gunning down gang members with high-powered rifles, tanks, and auto-shotguns is one that brings a tear to my eyes and makes me warm inside.
 
And after my term is up, hopefully America is partially fixed. My goal is to starve the weak and kill those who wish to cause problems in the country. A productive country is a leading one, and after the bloodshed will come bliss. People living together without much of any conflict. Social Darwinism and Capitalism working together to make a country that is productive, free of those who do not wish to work, and everything cost less because taxes are low, thanks to not having food stamps, free healthcare, or expensive healthcare so that it pays for those under the mark.
