You have to think about what goes into making a MLP FiM episode, you have your script writers, show producers, directors and story board artists. Aside from placing the key ponies in each scene to act out the story, at some point someone decides how many background ponies are needed in each shot. You can have additional family members crammed into the background, as long as it flows with the pacing of the episode and doesn’t distract from the story. But for every pony that is added in, the flash animators have to place each pony in and make sure they look right, think about every time a episode has aired on and even if for a brief second a animation error occurs….  
So why can’t we have a episode that shows all of the sea pony and hippogrif family? There probably hasn’t been a opportunity to do so with a episode that focuses on them.  
There’s already a billion pony characters that have been introduced in the past 9 seasons that may have only had one episode of air time as it is.  
I’m pretty sure that once the student six were introduced there were fans of odd ponies like Lightning Dust or Quibble Pants where were upset that because of all the new characters, they were worried their favorite ponies would get forgotten…  
We just got a Quibble Pants and Buck Ball episode last weekend, neither of those things are something that I’m interested in, but considering that this is the last season to be made before moving onto G5, if someone really likes Quibble Pants or Buck Ball, when will they ever have a shot at getting a episode with those two?  
Now are we going to get a episode between now and the season finale with more Sea Pony and Hippogrif families in it? No idea.  
But for each episode left remaining in this season the show staff have to take the written script for each episode and figure out how many characters can be placed in the episode, with the less than 30 minutes of actual episode air time…  
I don’t even want to guess how many actual show, movie, novel and comic book characters have been introduced so far….

Okay, got it. Silverstream and Terramar are the niece and nephew of Novo. Novo is the sister of Ocean Flow. But if these hippogriffs are all related to each other, why can’t they all be in the same episode just once? Or even twice?

I already forget how Silverstream and Terramar might be related to Skystar and Novo, but I always have to wonder-would Kristin Chenoweth and Uzo Aduba be too expensive/busy for just 1 episode? I’m not saying they HAD to be in Surf and/or Turf, that story already had enough characters in it. I just wish to know why they suddenly went AWOL in Seaquestria.
 
(gasp) You don’t think they succumbed to the Jessica Lovejoy effect, do you? That’s when a recurring character with a C.V.A. disappears or gets reduced to a background character because their Celebrity Voice Actor was too famous, expensive or busy to be in more than 1 episode. Jessica Lovejoy was a character on The Simpsons voiced by Meryl Streep in Bart’s Girlfriend, and the daughter of Timothy and Helen Lovejoy. For example, can you imagine if Christian Slater couldn’t make a time commitment to voice Elliot Decker for more than 1 Milo Murphy’s Law episode and his character just disappeared or got pushed into the background?

Skystar looks more like Ocean Flow, and Silverstream looks more like Novo… Interesting.
Interesting point here: Sky Beak and his kids all wear transformation necklaces, but Ocean Flow doesn’t. That implies that Ocean Flow is the hold-out. She insists on staying under the sea and refuses to transform into a hippogriff. If Sky Beak wants to be together with her, it has to be as seaponies.
 
I’m not sure what that says about their relationship, but it’s one of the few glimpses into their personal lives that we’ve got.
