That looks like Guilemon in a costume.
Shoutmon is the main digimon of Xros Wars, modled after a rock and roll singer. His evolved form, Omegashoutmon, is so named because he gained the ability to evolve from Omegamon, better known as Omnimon in English.
In all likelyhood, he’ll be called “OmniShoutmon” in the dub, but they haven’t gotten that far yet.
…They aren’t even trying with names anymore, are they?
