I can buy that she was grasping at straws, but there is no excuse for not having a back-up plan, especially after you’ve been caught off guard by previous threats.
 
But that means Discord is even dumber for pulling a similar stunt despite knowing it backfired and expecting things to work out differently just because he’s doing it. If anything, adding more villains to the mix just made it more likely it would backfire.

Actually it didn’t count as “using” like a pawn.  
She actually did ask of him to stop Tirek but he ends up betraying them. No manipulations or something, she just asked him to do so but then that mess happened.  
She is guilty of having a very stupid plan of dumping their magic onto Twilight. So many flaws in that one.

The one time Celestia really “used” a villain was with Discord after she and everyone else believed he was reformed. The only mistake she made was not having a back-up plan in case Discord were to fail.

Actually I am pretty sure Celestia didn’t pluck villains who were already down and tried to use them as disposable pawns.  
All she did was purposely not help when some villain returns(exception being Discord due apparently terrible writing has Discord be OP to the point he messes up the threats of all the villains due to his reality-warping powers not having a PROPER weakness. So the sisters can’t do anything due to not being connected to the damn Elements anymore). Doesn’t make her method ok though(especially how Luna gets screwed hard due to she WANTS to fight the bad guys like Sombra) but its not as bad as what Discord was doing.

Because if his plan had worked then Twilight and the others would have just beat the villains and be all 5he more confident for it.  
Ceslestia did it all the time and nobody threw the book at her over it but the second Discord does it everyone looses their collective minds.

And apparently in that script, the real reason why the sisters are retiring is the fact apparently they sensed they had to “ascend”(as in not allowed to be “alive” anymore) because “bAlAnCe”.  
Which would make the retirement thing even worse.  
It was bad enough Luna didn’t get to rule for much long since her return from the moon. The fact she would be hit with the news of “You aren’t allowed to be among the living anymore because balance” would make it even worse. Pretty much means she lost a 1000 years she could have experienced life of her “limited time”, making the NMM fiasco even more tragic.  
Its just cruel, Luna suffered enough from the NMM mess.
 
It would have also been why Discord pulled that Grogar plan. To disrupt harmony so he doesn’t have to go and leave Fluttershy.

There were some hints that Discord was Grogar though. In The Summer Sun Setback he watched as Twilight was with her best friends, then said she might be ready for whatever comes next.
 
Discord did not seem at all surprised in The Beginning of the End when he read Twilight’s letter of Sombra’s return.

Discord just wanted to teach these villains friendship. He could have nice argument on Celestia. Isn’t friendship for everyone? But it is just a protective line to fool Celestia, and no, it does not work for everyone.

The Tree of Harmony itself was dying, Celestia, Luna, and Discord all sensed its power draining away. The student six tried to use the magic of friendship but ended up imprisoned in the phantom zone (according to the script, might just how they describe what they were going for). Discord creates anti-element bearers, but there was a line about Fluttershy that shows he thought about her. The justification there was that harmony was dying and the mane six were becoming less worried, convinced they could handle anything. It’s not perfect, but it makes a lot more sense than Discord doing all of what he does as a “test”.
