The original artist comes up with a basic design or concept (usually shitty) that quickly get shaped and twisted into something acceptable.
Then by that point, it’s everyone’s OC.
I’m afraid I can’t follow. I wasn’t a part of the Sonic fandom and don’t know what you mean.
Well, Sonic didn’t police themselves, and look what happened there!
(granted to find an actually bad brony oc you tend to have to search the actual target demographic or the ‘edji Twilight tweens.’ Even that gay-hating Sunlight chick made a really good OC)
My Little Pony: Conformity is Magic!
All you need to know about those “good ocs” is that one’s an alicorn, all have overly-complex cutie marks, and the only thing characterizing the second one is she has tits. Notice the abundance of clothes/accessories, ugly color schemes, and weird mane styles that would not blend well with the show.
Not trying to make some awesome, over the top character when I create a new pony for a story. Just want to make one that fits a profile of what is needed for the story.

Yeah. OCs can be good. It’s just the sheer number of them are… not good.
Heck, I even think mine is overdoing it and its just a pegasus that sees ghosts.

It’s neat seeing how fan consensus happens with everyone somehow picking traits that fit.
But yeah, Sturgeon’s Law is in full effect. (AKA, 90% of them are crap.) I make no effort to deny my own are crap. (A half-assed attempt to convert an anthro fox into a pony, and an actual attempt to turn a mouse into a pony who just ends up completely bland.)
must kill Pun pony, really one of my most hated OCs, really I like quite a few other ocs, but Pun just rubs me the wrong way. (I blame Chuggaaconroy for my hatred of puns)
KEEP TELLING YOURSELF THAT
OCs have a poor reputation because of the lack of respect and, if you’ll excuse the word choice, responsibility required to have one. While it’s not something like a pet that you have to feed and junk, if you want an OC to actually be interesting, engaging or at all likable, you have to work at making them as such. Most people in fandoms make OCs less for the sake of creating an interesting character, and more for the sake of having a character at all (oftentimes for some form of wish-fulfillment).
That being said, if anyone seriously needs to ask the difference between a background character and an OC, something’s already wrong.
If he had anything worthwhile to say, he wouldn’t frame like such a jerkwad. Ignore him.
