Well, that’s assuming that most ponies have the stomach for insurrections or outright rebellions. Once their leadership is dealt with, Equestrians seem to pretty much fall apart.
If she wants to be the supreme ruler of Equestria, then she needs to do a few naughty things to consolidate her rule and give herself legitimacy. Public executions, regular military parades, secret police, censorship, etc. Regime change is not for the faint-hearted.

Anyway, I don’t see how she could be misunderstood. She wanted power, and felt she deserved it. Pretty straightforward, I’d say. There is some good in her, but those vices of hers were no mere “angst”, that’s for sure.
It’s just my headcanon that she’s on the same level in temperament as the great dictators of the 20th century. There are quite a few people who say that she’s just angsty and misunderstood, but I think those people are faggots.
More damage, sure, but it’s difficult to say how much. She seemed to like the idea of rule and dictatorship, but that doesn’t automatically mean starving half the population to death.
I think there are some decent theories about why her perspective was altered in the way that we saw, but that’s a bit of a rabbit trail.
Sunset would’ve done a lot more damage had she succeeded. And her paradigm shift is just contrived plot device that has absolutely nothing to do with her character prior to it. She definitely would’ve been the Stalin of horse world.
If you’re not, then you’re some kind of first class goof. You’re comparing a girl with aspirations of grandeur who almost managed to hurt someone (and experienced a major paradigm shift later) to men responsible for millions of real, actual murders.
