Neighsay is a unique anti-hero who follows laws by the book. If the book says it’s ok, he’d allow it.  
Besides, he’s assumptions about Twilight’s school in context of the book were proven right.

We don’t need Neighsay to be evil through and through, and I’m convinced he won’t be.
 
He’ll almost certainly be redeemed and admit to the error of his ways by the end of the show, if not the end of the season. I can bet on it.
 
I didn’t piece together the whole “pride in being a pony” angle. In that sense, yes, it would make sense for Neighsay to like this.

I don´t know how to tackle your comment.
 
  1. Even if you have a problem with on issue does not mean you have to have a problem with another. (This case Speciesism and LGTQ+)
     
  2. PonyPride can be read differently that would fit him.
     
  3. Do you need him to be “evil” through and through? That you can not accept a positve note on him (in that case read it like 2).)
