Indeed. That makes him just like many average people. Thats why so many people watching the show can feel empathy towards him. He is not a perfect character, his personality have many issues. Issues that many people may identify with. Also his attitude change with the show.

He is, unless I worded it wrongly.
He’s a selfless hero who respects all other heroes and never abuses his infinite strength even if that means always living on the edge of poverty, etc.
Plus, OPM’s original manga makes him be even more awesome once Garou removes his own limiter.
