The handwriting doesn’t help. The typed version is here. Long story short: it’s a part of an SVG* optimization script that deletes empty <g> tags** from the document until there aren’t any left.
 
* SVG is a vector graphics format that uses XML syntax to describe images.  
** <g> is a generic container used to group other SVG elements together.
