I don’t think she’s really meant to be thinking logically here. It’s more likely that she, having no real power to do anything about her wings, has instead latched on to some flight-related problem she believes she can do something (however wrongly) about.
 
Because I would expect ‘I can’t fly because i’m overweight, but I can diet and fix that’ to sound better in her head than ‘I can’t fly - ever’.
 
Irrational? Yes, but not entirely unusual (especially with kids who are, quite heartbreakingly, masters of convincing themselves of being able to fix such un-fixable things in real life).

Scootaloo has them in for accessory to felony mail tampering, but they’re just as bad for some ribbing. Nice logic, comic.
