technically no. hong kong is a special administrative region of the people’s republic of china that makes no claim to independence, and the official name of the state that governs the island of taiwan is “the republic of china”. taiwan/the republic of china is de facto an independent state, but de jure it is a part of the “country of china” and is a rival government to the PRC.
