The “system tags” page is what I’ve always gone by:

But this obviously isn’t the final word on the topic, because it says “non-explicit sexual contact” is questionable, but elsewhere I’ve read that any image which shows masturbation (even if no genitals are shown) is going to be explicit. So the tag page might need to be updated.

I believe that’s always been the case as sexy pony pics weren’t the norm when derpi went live (supposedly).
 
Personally, the way I see it, sexy antgro/human is suggestive, sexy pony should be too (equality for all). I think there is a rule change post in the forum to discuss rules but it doesn’t bother me overly, so haven’t bothered checking.
