Dragon Quest would be the episode that confirmed this the strongest, but almost all of them imply it.

No, he’s considered a baby dragon because dragon lifespans are so long. Also, he’s never going to physically mature because it’d require him to become greedy again, so he’s stuck as a “baby” dragon forever, but is still legal age. :3

No, you still fail to understand. A 16 year old is perfectly fine physically, it’s illegal because the way the law states it, they’re not able to make an informed decision. It doesn’t mean that they’d make special exceptions for a minor who’s mature, but the the law is based on an estimate of when people will b mature enough.
 
If it was physical, it’s be illegal to do it with people of a legal age that have some kind of handicap like dwarfism even if they consent. It isn’t illegal, though, because it isn’t based on anything physical. The irony of you starting with a response that was nothing but “hahaha” is you’re laughably wrong and fail to understand the reasons for the laws put in place.
