I looked that up. I thought there was a hidden meaning in the caption judging for the comments.
I thought wrong then.
It’s a difficult question in public spaces to balance the wishes of the few with the right of freedom of expression, but on this site, the existence of different tags help with dividing the two groups and is a sufficient way to avoid censorship, but not force anyone to be exposed to material harmful to one’s mental health. Enforcing tags for content and ensuring the content of images are inline with the site’s policies (no personal attacks, no hate speech disguised as a pony image) should be more than enough.
On the comments on the comment section that don’t deal with rape, things get much grayer and compromise more difficult, but simply on safe images, the comments should match the content and rape jokes fall on the line of inappropriate.
As for are “hape” jokes technically rape jokes, dunno.
That’s something to build on how to balance the two opposite interests together, for starters.
