How do you still not get it, made as part of the show’s production means the intent of their creation was to be part of the show, not made by someone to be there very own character.

If created outside of the production but then put in they may be OCs.
But we don’t know about most of them so we can’t say, but it’s more likely they are not OCs.

Easy, an OC has to be made outside of the shows production, even if it’s made by the developers, Wildfire can count as a OC as she was seen long before ever being i the show, but Button Mash was never seen before being in the show, so not an OC background pony.
