Then Twilight Sparkle because Cadence already rules the Crystal Empire and Twilight doesn’t rule a kingdom yet.

In “Princess Twilight”, the guards mentioned that they couldn’t reach Cadance in the Crystal Empire, so Twilight was the “princess regent” while Celestia and Luna were missing. She wouldn’t have been stuck with the job if Cadance were available.
The pecking order goes
Celestia
Luna
Twilight
Cadence.
Considering that the Empire is part of Equestria and not the reverse, it’s clear that she is a subordinate.

“Amazing. The race of the century. ponies will be talked about this for weeks.”
Luna thinking “Did I leave the stove on, when I left? … Nah, probably not. The bath water then? Me, my memory is completely shot. I could really use some sleep right now.”

Cadance may be Princess of the Crystal Empire, but she’s Celestia’s vassal and so has to take second place to her Equestrian sovereign.
Then again, she usually waits until the pony with a problem is asleep before making house calls.
