The Straw Man argument is not the lack of a proposed remedy, but the misrepresentation or gross oversimplification of the opposition, in order to score cheap points against an argument or opinion they do not actually hold. Instead of engaging their real opponent, they build a straw man and beat that, because it’s so much easier than the real thing.
In fact, demanding a solution in order to allow criticism is a rhetorical fallacy in itself.
