It’s a recent unicode character showing a mirrored question mark. It’s displayed a bit more clearly than the Arabic question mark (؟) used up to that point (no pun intended) but unfortunately, since it was introduced only seven years ago, not all fonts support it.

Well, it’s obviously not widely used, because whatever it is, it’s appearing as a placeholder square. Maybe a link to somewhere where it’s explained.

Eh, I don’t think that would really change anything. I mean, sure, we wouldn’t have the “It’s not creepy” phrase, but folks would still ship Twi and Shining.
It’s almost like a sub-rule related to R34 and shipping: In any given fiction, if siblings are present, people will ship them incestuously. No exceptions.
We only do it because we like the characters. It’s all in good fun, and nobody actually believes that Twi and Shining have an incestuous relationship in canon.
