I currently use Sai too(an acquaintance recomended it), but I miss some options I’d like to have e.g. drawing a simple circle without any tricks. Even though I normaly don’t need more than sai provides, cause I’m doing mainly recollorings right now.

I mostly use Paint Tool Sai, it’s really cool and easy to use.  
Now as a drawing tip, you can try and examine other artists works. Like how they draw heads and other stuff.

I made a .gif once
Watch out with GIMP 2.8’s tablet support. It’s a bit spotty, so make sure your drivers are all up to date. It took a little work to make my Wacom Graphire4 to cooperate with GIMP, but it works now.
 
Also, the newest version of the GIMP supports the OpenRaster (.ORA) format, which makes it a perfect companion to MyPaint, which natively uses the format. Some pony artists use it alongside GIMP (such as the artist of this piece) and even on its own, it’s great painting software (as a group on dA can attest). Just note it’s not a general raster editor.

Photoshop Elements is useless I’m afraid. It’s a bundle program (=software they package with hardware stuff) with very little functionality.

@Cgeta seriously, if you cite the dA drawing program, you could as well recall Paint.NET, which is good for beginners and not as heavy and confusing as Gimp.

I’m afraid we are (mostly) art appreciators here, not artists. Try some DeviantArt groups. Many top DA artists have info in their profiles about what tools they use and many even offer tutorials to their style. DA groups would also be helpful for other pony links.  
I think Flash may be useable as a drawing tool for MLP?…But I honestly don’t know.

Wow, thanks for the tipps, I’ll downloading gimp right now and If Photoshop Elements 10 is the same as the Photoshop you mentioned, then I already have it too (part of the tablets software).

DeviantArt has tons of tutorials on different programs and drawing ponies seriously just check there type in ‘pony tutorial’ and practice makes perfect of course of course you probably won’t be awesome right off the bat most peeps aren’t
 
well as far as programs go check out adobe flash CS5.5 if you can (there is a tutorial to get it for free on youtube somewhere but I don’t really know where exactly sorry), you should also get GIMP it’s free and you can find it here: http://www.gimp.org/downloads/
 
There’s also easy paint tool SAI, I love it personally
 
and if you aren’t afraid to spend a pretty penny I must highly recommend Photoshop
 
now sites there’s Equestria Daily (www.equestriadaily.com) for sure for sure but that is for news mostly they have drawfriends you can look at
 
I must recommend DeviantArt once again because there are tons of tutorials, groups,and pony artists which can help
 
Wish I knew more FIM art sites but I don’t really search for them and as BigMax said there are tutorials on this site to get you started

When you need a free program for drawing, you could get Gimp. I dunno if there are other good free ones though.
 
Deviantart has a built in drawing program called “Muro” it’s not the best, but you only have visit it’s site and you can draw right away without downloading anything. I guess that you need an account though.
 
If you want to buy a drawing program, you could get Paint Tool SAI. It’s 30€-40€, and thus not as expensive as Photoshop. You’ll need gimp for some things though, as SAI is purely for drawing and painting and is very limited in other things, like filters, I guess. I’m no expert though.
