Could be the writer of Our War Game was actually a good story, but he could develop it as much as he could with Digimon unlike he could with his own story

I heard the same thing. Supposedly, Jeff Nimoy wanted the first two films to be joined together to make Digimon: The Movie. Meanwhile, he only wanted the third movie to be made into a TV special.
As a result, one of my fondest memories of the year 2000, was the result of some vile Frankenstein-esque experiment!
Which would explain why Summer Wars has nearly the exact same plot.
…Wait, no it doesn’t. Why would the writer literally use the exact same story, take out the Digimon, and release it as a “new” film? I mean, I know stuff like Super Sentai and Kamen Rider like to reuse plotlines, but they’re not 90% EXACTLY the same…
Plus they called the main villain of the second one “Diaboromon,” which is exactly how the Japanese name is pronounced, rather than transliterating it to “Diablomon,” which is what its name is probably SUPPOSED to be.
Yeah, that was the major problem with the movie; it had no idea what it was trying to be.
According to the dub director, Jeff Nimoy, they originally planned to only have it be the first two Adventure movies, but they were ordered by Saban to include Hurricane Touchdown as well.
