It makes sense, she’s to soft and he was sent to make her less soft. And S01E03, Fluttershy lied to Twilight saying that they weren’t cleaning the library because of the invitation to the Gala. He tapped his foot and crossed his arms, “judging” Fluttershy. His divine nature couldn’t let her lie to her friend, even though he’s always pretending to be an asshole.

Angel being an asshole on purpose to toughen her up? Nope, sorry not buying it.

Angel being Fluttershy’s guardian angel? Yeah I can agree with that, because at the end of the day he is there to help her out if needed.
