Photo Finish told her assistants to get into Fluttershy’s stomach so she’ll look pregnant.
If the plan goes well, they won’t come out for a while, as Fluttershy will keep working as maternity model with them inside.

Stuffing means shoving solid things into someone’s body.
It’s mostly used with food so it’s considered a previous step to fattening.
Still she may not be stuffed with food, as Photo Finish had to improvise, I’d say she’s full of non-digestible stuff.
