That we know of. It could just be a way to give people an easy way to get it since the last games you could get the gen 3 starters were in 4th gen. For all we know there’s a late game shop where you can buy the item in droves. We also don’t know how exactly they’re distributing the Torchic. If it’s over wifi, all bets are off on not everyone having it.
 
Also how they’re distributing Dialga, Palkia, and Giratina for no reason at all. I’d bet the money they’re getting Mega Evolutions too, since they hardly ever distribute any Pokemon the month leading up to a main game release that doesn’t unlock/interact with something in said new games.

at least its mega form is event exclusive only.

It’s kinda awesome since the fact they’re giving Blaziken one, they kinda have to give all the starter 3 stages one. So Blaziken won’t be more lol awesome than them.

A new mechanic in X/Y. All we know is that a) Pokemon gain different stats, abilities (and sometimes types). This is activated only in battle, is limited, and involves the “megastone”

I haven’t played Pokemon since yellow what the hell is a mega evaluation?

these “mega evaluations” sound kind of silly…  
sort of sounds like digimon too, mewtwo can evolve into some kind of super form? pft.
