No, they have both the same height. Only Nightmare Moon in alternate timeline was taller than Celestia.

I think Twilight is taller than Celestia? I’m not sure. I think people said that Twilight is taller by a few inches in the final episode of the show compared to Celestia. I’d also imagine that Cadance as a fully grown Alicorn isn’t taller than Luna so there’s that.
