Clarification brigade to the rescue!
The reference is to the gopnik culture.
Such phrases, e.g.
“Got cigs/light/change/whatever?”
and then, intimidatingly,
“And what if I find some [on you]?”
are/were used by gopniks to get something (not necessarily what they asked for) from some passerby for free by force or just as an excuse to bully one for fun or whatever reason they got in their heads.
That’s a very rough explanation. I don’t know how Derpibooru will handle the URLs from some BP, so if you are interested I’ll just advise you to search the web for ‘gopnik culture’ for more info.
