Maybe she was born without limbs, or was in an accident. They used magicanical (Magical Mechanics) to put the wheels on her so she can move around. shrug

She also just jumped into talking about the figurine without saying hi. I take it that she was thinking about the figurine too much. Could she be very impulsive?
Fluffle i’ll say yes, but Celery, maybe. Fluffle is truly weird. One thing that makes me like her though is that oddity/weirdness.
