My mother had my siblings and I hook a finger through the belt loops on her pants when we were in parking lots, freeing her hands up to push a cart/baby stroller, this might be something similar; Rarity can feel that Sweetie is holding the scarf and lead her around, as long as Sweetie continues to hold on. It lets Sweetie feel independent while allowing Rarity to still keep track of her.
