I think that scootaloo is the type of fillie 2 intentionally wear shorts 2 class during winter and pretend shes 2 cool 2 care….. (but shes too cool 2 NOT CARE!!!)

Hey, there is precedent for Scootaloo not feeling cold:

Birds are a lot more resilient to temperature changes than mammals, and she IS a pegasus, albeit a ground-bound one.
