Many stores and restaurants will start some of their closing procedures before their actual closing time, such as turning off the ‘open’ sign, locking doors, putting chairs on top of tables, etc. and doing what they can to make it look like they’re already closed from the outside.
But if there are any customers left in the building, someone has to stick around until they leave. And for fast food restaurants, there isn’t much of a difference between the kitchen staff and the customer service staff. Especially late at night when the staff is reduced to a skeleton crew of two or three people who each have to do a little bit of everything.

This is why you make separate closing hours for the kitchen instead of making the store closing hours the same. It’s just like how the bar has separate times for “last call” and “everybody out”. I don’t get why so few chain and franchise restaurants seem to understand this.
