Nope. Working outdoors in winter still makes you sweat. The sweat has nowhere to go, so it crystalizes on your skin, keeping you cold no matter what you do or how many layers you have. Removing the wet clothes is the only way to get warm, but you can’t do that outside while working. At best, you might have extra sweaters/jackets, but they never give you time to switch, and you’re still wet from sweat, so it doesn’t last much.
And if you don’t move around, the cold sets in like ice daggers.
Not to mention the wind, the ice, the sloosh, and all that other garbage.
Winter is nice to look at from indoors, and that’s it.
In summer, you can wear light and breathable clothing that cools you down and allows the wind to dry your sweat. The humidity is usually the issue.
