Thankfully Equestria wasn’t a signer of the Geneva Convention, so it doesn’t apply to them lmao.
But yes, Dusty wears the Red Cross instead of the symbol of the Ministry of Peace. She does this to differentiate her from the Followers of the Apocalypse that also operate in her region.
