The shaft was a sample collection device with a six-iron head Shepard affixed to it at the end, and a rope with a perpendicular handle snaked through the top so it could be gripped with the other hand. He had to swing it basically one-handed due to lack of flexibility with the spacesuit.
It all still looked good on camera, though!
