No, but it’s expanded universe stuff so it’s supposed to not be necessary.
Consider this might be set in the 1990s, or even the 1980s.
Maybe it’s from when Luna was finished growing but Celestia wasn’t.
Alternatively, maybe Luna is standing on a box so that she looks taller/not shorter.
