Like I said, I'm just providing a possible answer for the high amounts of downvotes since you did ask and it isn't reflective of my own opinion on it so take what I'm about to say lightly
The art style (In my opinion at least) looks similar to one of those straight to DVD, low budget movies from the 90's and 2000's because of the way how the designs look, and I guess that combined with the subject matter of tickling is what's causing people to downvote it. I myself don't find it all too bad when I've seen worse in terms of art styles and subject matter, but I guess this one got to people somehow.
