They share similar designs that it’s probably a coincidence on the character designers’ part. They probably didn’t realize it until we pointed it out. They didn’t say anything about it, except confirming they’re not Celestia and Luna, and just went along. They were background characters, after all, let us interpret them as we wish. That’s what happened to the Background ponies, too: Lyra, Bon-Bon(aka Sweetie Drops), Dr. Hooves(aka Time Turner), Derpy(aka Ditzy Doo), and Vinyl Scratch(aka DJ-Pon3). Most of their characterization came from fanworks.
