Nope. She’s an only child. You can “buy it” or not, I don’t care lol. You’re acting like it’s a photo, and not animation using stock models. It could’ve even been a joke by the animators. It’s not like they haven’t made mistakes before either.

It’s her dad, just a bit younger…I don’t care what they say. EVERYTHING is identical except for the CM which is not fully seen anyway. He got a background character on screen for 3 seconds to main character in an episode visual update, nothing more. (Plus he is older in the present obviously). Not a brother, Rainbow is an only child.
Ok, then please explain this picture then, i am more than willing to listen, because i am kinda confused now.
Animation error. Stock model reuse. Many things. They don’t often pay that much attention to background characters, and often just use random ones. At the end of the day, it’s animation, and they have a bunch of flash models that they sometimes randomly mix and match for background characters. The same thing that results in the same pony with the same CM being seen as a pegasus and earth pony in different scenes.
Sometimes corners have to be cut in animation. Fortunately, in FIM, corners were mostly cut in background characters. They didn’t make individual models for every single background character, and sometimes they mixed and matched pieces, or just reused models in scenes where they didn’t belong. This is one of those cases. When he was seen with Rainbow in the flashback, the focus was on them (if only briefly). That was her dad. The scene you pointed out is just the reuse of a stock model for a background character that was not in focus.
I don’t buy that argument for a sec. The Rainbow Mane makes it FAR too much of a standout for it to be an animatin error & if he were her father, they would have used him instead of Bow when Scootaloo wnet to visit RD’s foalhood home. Verdict, it is her Big Brother & Mentor change my mind.

Cool I guess but I go with canon and rainbow dash in g3 g3.5 and g3.5 newborn cuties and g4 and g4.5 has no siblings pinkie pie only has siblings in g4 and g4.5 yeah although rainbow dash g4 and g4.5 has cousins

Besides, who said he couldn’t be her Mentor (&) Brother (At The Same Time?) Rainbow Dash had to have been told how the Rainbow Factory worked before showing it to her friends in Season-1.
