Well yeah, jokes. Just because the canon might have been hinting or suggesting it to be true, doesn’t mean there was no joking present. Isn’t that where “It’s funny because it’s true” came from? Because the show only hinted at some idea with no confirmation so the fandom thought it’s funny to make fun of a disabled kid for being an orphan.
I mean that was what Diamond Tiara always did. She was the bully character there to psychologically hurt the children protagonist. They made her do that to create conflict so the episode can happen. The same episode later on even said that “Maybe you will fly, maybe you won’t. You’re awesome in your own way. You don’t need physical appearance or ability to prove your worth”. Diamond Tiara was basically the villain after all. If the fandom was like Diamond Tiara at the time, what does that mean for the fandom?
I agree with the last point though. Dash unintentionally became a better legal guardian than any adult in Scoot’s life. Heck, her two best friends are probably better legal guardians as well.

Some of it is unwarranted, considering she ruled wisely for most of 1000 years.
HOWEVER, some of it WAS warranted. Examples?
Her sordid history of banishing beings for 1000 years, some deserved, but some definitely could be avoided. We learn later this is a habit she learned from her mentor Starswirled, where his distrust and overbearing judgement put Stygian on a dark path even though he was obviously a potential element bearer like Sunset, who eventually did become an element bearer.
At the start of S3 onwards, she started recklessly endanger the lives of her citizens in dangerous situations just to make her apprentice a hero by toying with the circumstances. The S3 premier was the start, and in an odd twist, we see Luna disapproving of this reckless behavior from Celestia, then never giving a unique opinion ever again.
When Discord betrayed the entire kingdom publicly with Tirek, everything was forgiven when Discord gave Celestia some roses. The show doesn’t even pretend like she cares how many people he betrayed, she doesn’t even ask him to pay Equestria back in any way.
Cozy is a child, pure evil sure, but Celestia sends her to Tartarus for her actions.
After 9 seasons of dealing with issues caused by putting villains on ice(stone) for 1000 years always causing heartache and trouble in the future, Celestia and Discord end the season by turning 3 villains, one a child, to stone for possibly all eternity.
And then she only gives up her title of princess to a pony named Twilight Sparkle, a pony who will never say no to her suggestions even if eons pass.
….
In short…
Whether she deserved to be called a tyrant at times is an open discussion that could go either way. She’s not pure evil , but she obviously never intends to fix her flaws if Cozy is any measure.

A Bird in the Hoof and some other early episodes had Twilight think Celestia would punish her or her friends over failure or just overall be mean. People took Twilight’s neuroticism and overblown unfounded fears as a justification for “clearly Celestia is evil”, most simply as a meme (because Celestia’s actual appearances are always kind), but some seriously (after all, Twilight is smart and knowing, she must have reason to think Celestia would do those things).
A lot of fandom fics and art is based on Season 1 fanon, when there was so little canon info and lore that people just ran with whatever they could, invented the rest, and got really invested in it all.

Joke? Episodes after season 2 reinforced the idea, heck two episodes outright had Scootaloo state that she had nothing close to family in her life. Both in the “RD basically makes Scootaloo her little sister episode” and “Scootaloo meets RD’s parents episode”

I must have misremembered the episode where the show goes into puppy kicking territory and has Diamond Tiara just outright tell Scootaloo “haha, you’re disabled. You’re a Pegasus that can’t fly and you never will”
Speaking of abusive/neglectful, if we don’t count the introduction of her Aunts and her wayward parents as retcons, (Easy add to the pile honestly), then we have to assume the statements Scootaloo made in the episodes I mentioned above were her being truthful, meaning that Scootaloo had so little familial care that RD without even trying was being a better guardian then her 4 legal guardians.

Both of them have a history of being ridiculed by the fandom, one was deemed a tyrant and a troll, the other was made fun of for being an orphan and ignored/abused by RD. They shall team up to take revenge on us all!
