Personally, I think Derpy is the mascot of the fandom, not the show.
Well since Pinkie was the main primary character for G3 and G3.5, Hasbro wanted to keep that tradition. So in a way, yes she is, but just for MLP in general. MLP FIM’s mascot, however, is Twilight.
