While that would make Pipp a legal adult (at least according to the laws of the US-Zephyr Heights laws could be different), I believe Pipp would still be a dependent of her parents until she reaches the age of 21. So naturally her parents could still do things like this to her, just as parents do to their children in that age range in real life (you don’t really become truly independent until you leave your parent’s house, after all).

I always figures she was a late teenager like 18 to 19 years old and the others are in their twenties. To me she’s just starting to become an adult. And she’s still not used to it yet.

Actually, I wonder if Pipp was intended to be an adult in the first place. She’s Zipp’s younger sister. Maybe the reason she’s smaller than the others was because she was young enough to be a tweener or teen.
