Possibility B: She’s making sure everypony is on board with the status quo in her deranged way.  
Possibility C: She’s deliberately creating soap opera horsecrap both for its own sake and to get a shot at Greg.

Rarity and Twi about their feelings often, as shown in this series. I think Rarity knows Twi and Greg have unfinished business to talk over. That is why she is doing this. It will be awkward and uncomfortable, but they will both feel better in the end.
 
I find it hilarious how everyone is truly ignoring your theory, which I think is right. Nice idea.
