This feels undercosted. Sure, 6 of the 10 Lieges from Shadowmoor block cost 4, but they were a) in specific colors, and b) creatures, which made them on much easier to deal with. I really think this should cost 5; it makes it a better match for Seal of the Guildpact, anyway.
