When I watched it seems that Twilight as princess only wants also allies. Ember with the dragon nation, Sunset Shimmer and Starlight by being two prodigious unicorns and she forgives them.  
She cannot take any benefice with Trixie.

Personally, I felt it was meant to be a win win for both Twilight and Starlight with Twilight’s motivation. Its just that when Trixie came into the picture, she wanted to tell Starlight “NO NOPE NOT HER.”

It gets even worse when you realize that Twilight’s entire motivation isn’t for Starlight’s benefit but for her trying to impress Celestia. Seriously, she sets up a dinner with Celestia before even confirming whether or not Starlight has even made a friend yet.

I still love this episode but I understand what you both mean by Twilight’s actions. She tells Starlight to go out and look for friends and then she brings over Trixie and Twilight wants to say “EXCEPT HER.” Really this episode’s low point was leaving Celestia in the dust at the end.
