I always interpreted it as the banishment itself was not something she would take back, rather it was her sister’s descent that she either did not see or failed to prevent that Celestia blames herself for.

Beautiful. What people seem to miss here is that Celestia and Luna’s duty to their little ponies goes before all. Such is the lot of a princess. Luna lost sight of that for a while, whereas Celestia did not. Story-wise, that makes Luna a more compelling character, as she has fallen and been redeemed, while Celestia has remained steadfast in her duty. More noble, perhaps, but also slightly less interesting.

It’s exactly what she said it was… it was a test. If Twilight failed, she wasn’t ready to move on to the final test… which was the notebook. Casting the spell as is switched her friends’ destinies. If she didn’t know how to fix the spell, then she wasn’t ready to be crowned Princess.

Eh, true enough, but I still fail to see the point in the action in the first place.
 
Like sending Twilight a book with an incomplete spell that, when completed, does… what, exactly? Turns you into an alicorn? Does that mean EVERYPONY who casts it becomes an alicorn now?
 
I can enjoy the show while still having a problem with some things. Blindly accepting whatever is put in front of you, if you ask me, means you don’t really appreciate whatever it is, good or bad.
Celestia knows what she’s doing. She can see beyond time and space into the void that lies beyond to divine the fates of her world.
